墨睿设计事务所于2017年创立，主要业务包括建筑设计和城市规划。墨睿创始人是著名建筑-规划师刘太格博士，自1992年从新加坡政府离任后，已在全球60多座城市完成不同规模的城市规划、城市设计和建筑设计近百项。刘博士为创建世界级一流的规划建设团队，与他共事多年、经验丰富的设计团队一起创立墨睿设计事务所，把刘博士规划与建筑设计的理论和实践经验，与各界分享，打造卓越的城市环境。

墨睿设计事务所创办人及董事长刘太格先生，被誉为新加坡“规划之父”，也是著名的国际城市规划大师；刘太格先生是新加坡城市规划和公共住宅建设的开拓者和奠基人；1969年至1989年，刘先生担任新加坡建屋发展局总建筑师、局长等职，为新加坡成功实施公共住宅计划及确定未来城市发展方向付出巨大心力，指导完成了二十座新镇、超过50万套公共住宅的规划、设计、建设与管理；1989年至1992年，担任新加坡市区重建局局长及总规划师。期间，领导完成了具有里程碑意义的1991年版新加坡概念性总体规划方案的修订，为城市后续规划编制和调整制定了典范，并建立城市历史遗产保护政策、实施方针以及更新规范，精简规划报审程序等；其从2009年至今，分别担任新加坡南洋理工大学客座教授、中国文化中心理事、新加坡公共事务对外合作局董事会成员、新加坡宜居城市中心咨询委员会首任主席，积极组织并应邀多次参与世界级重大会议作主旨发言，促进世界宜居城市建设经验交流。

Morrow Architects & Planners is a young and progressive architecture and urban planning firm founded in 2017 by Dr Liu Thai Ker, a renowned architect-planner, who has accomplished many master-planning, urban and architectural design projects in more than 60 cities worldwide. While the firm may be young, it has a strong legacy. Dr Liu spent 24 years in the Singapore government statutory boards. At the age of 79, Dr Liu decided to establish MORROW with his team of experienced planners and architects to expand his own brand of planning theories and good architectural design philosophy for the development of better cities and liveable environment.

MORROW is based in Singapore, Morrow Shanghai as its only branch office in China. The firm specialises in Urban Planning and Urban Design for large-scale city projects. MORROW has been appointed as consultant to projects in large cities in China, such as Xi’an, Chengdu, Shanghai, and several projects across Yunnan, Guangdong, Fujian and Shandong: as well as other parts of the world, such as Fiji and Myanmar. MORROW is also on the cutting edge of institutional and industrial architecture and is consultants for innovative projects like floating and high-rise data centre and high-tech industrial parks. Its architectural design also involved projects in Singapore, China, and Bhutan.

Dr. Liu Thai Ker, the founder and chairman of Morrow Architects & Planners, is acclaimed as the “Father of Urban Planning” in Singapore and a renowned international urban planning master. He is a pioneer and foundational figure in Singapore’s urban planning and public housing development. From 1969 to 1989, Mr. Liu served as Chief Architect and CEO of the Housing and Development Board (HDB) of Singapore. During this time, he oversaw the successful implementation of the public housing program. Under his leadership, the planning, design, construction, and management of 20 new towns and over 500,000 public housing units were completed. From 1989 to 1992, he held the positions of CEO and Chief Planner of the Urban Redevelopment Authority (URA). During this period, he led the revision of the 1991 Concept Plan, a milestone in Singapore’s urban development. He also established urban heritage conservation policies, implementation guidelines, renewal standards, and streamlined the planning approval process. Since 2008, Mr. Liu has held multiple key roles, including Adjunct Professor at Nanyang Technological University (NTU), Board Member of the China Cultural Centre, Board Member of the Singapore Cooperation Enterprise (SCE), Founding Chairman of the Centre for Liveable Cities (CLC) Advisory Board. He has actively organized and been invited to deliver keynote speeches at numerous major international conferences, promoting the exchange of global experience in building liveable cities.

All Level Planners （with Urban Design）
Standard Requirements:
· Master’s degree in Urban Planning or Urban Design from a recognized institution; graduates from top international/domestic universities are preferred.
· Fluent in both written and spoken Chinese and English, with strong and effective communication skills within and outside of the team; proficiency in Chinese is required, fluency in English is a strong advantage.
· Solid professional foundation and strong design skills, with a passion for the field, creative and open-minded thinking, strong learning ability, and adaptability.
· Strong interest in planning research, with excellent analytical and critical thinking skills and mastery of relevant methodologies.
· Strong sense of responsibility, team spirit, time management, and service awareness; able to adapt to a high-intensity work pace and travel when necessary.
· Able to thrive in a fast-paced design environment, with good stress tolerance and work efficiency.

O 高级规划师（含城市设计方向） Senior Planner (with Urban Design skills)

职责：
· 作为项目负责人或主创规划师主导项目全过程工作；
· 配合新加坡团队主管促进规划及城市设计业务顺利开展；
· 带领项目组进行投标组织、合同执行、人员安排、对内对外沟通协调；
· 带领项目组开展前期研究、规划与城市设计理念形成、成果编制、项目汇报、成果提交等，负责确保品质与时效；
· 指导年轻设计师深化设计与专业提升；
· 配合团队主管，推动和开展其他相关专业技术与业务发展工作。

要求：
· 具备在国内甲级规划院/国际规划设计机构至少7-10年相关工作经验，有高级技术职称/注册规划师资格或其他相关专业能力证明优先。
· 熟练使用PPT、Photoshop、InDesign、AutoCAD等软件；熟悉3D建模软件应用，如Rhino、SketchUp，及基于大数据处理研究软件如GIS等应用者优先。
· 擅于主导开展人口、用地、产业、交通等专项研究，并高度重视日照、风、环境分析等生态方面技术的规划应用等。
· 熟悉国内外常用的城市规划理论与方法，了解或具备新加坡城市规划与设计经验者优先。

Responsibilities:
· Play the role of Project Lead.
· Coordinate with the Singapore team leadership to ensure smooth progress of urban planning and urban design related work.
· Lead the project team in bid preparation, contract execution, team coordination, and internal and external communication.
· Conduct preliminary research, urban planning and urban design concept development, deliverable preparation, project presentations, and submission of final outputs, ensuring both quality and timeliness.
· Guide more junior staff in conceptual design and professional development.
· Assist the team leader in carrying out other related technical and business development efforts.

Requirements:
· At least 7-10 years of relevant experience in top-tier China planning institutes or international planning/design firms
· Proficient in PPT, Photoshop, InDesign, AutoCAD, and SketchUp; familiarity with 3D modeling software and data-driven research tools such as Rhino, SketchUp, and GIS is a plus.
· Skilled in conducting specialized research, with a strong emphasis on sunlight, wind, and environmental analysis in planning applications.
· Familiarity with common urban planning theories and methods both domestically and internationally; knowledge of or experience in Singapore’s urban planning and design is a plus.
· Possess strong skills in project presentation, public speaking and professional communication.
· Experience in organizing bidding projects and participating in large-scale design competitions is preferred.
· Willingness to travel as required.

O 执行规划师（含城市设计方向）Executive Planner (with Urban Design skills)

职责：
· 负责协助项目负责人有效开展相关各项技术工作及项目组内部工作组织与协调工作；
· 城市规划和城市设计项目的设计研究分析与制图任务。
· 收集数据，与专业顾问配合，进行与产业策划、城市系统、土地利用、人口分析等相关领域的研究。
· 空间模型分析，制定城市设计策略，及其他必要的图表编制和技术研究。
· 协助项目负责人准备提案汇报演示文稿及成果文件提交。
· 其他项目开展过程中需要辅助的工作。

要求：
· 具备在国内甲级规划院/国际规划设计机构至少4-6年相关工作经验，具备中级技术职称者优先；
· 擅长CAD、PPT、Photoshop、Indesign等制图与分析、汇报软件；熟练掌握3D建模软件如Rhino、SketchUp，Grasshopper，以及基于大数据处理研究软件如GIS等；
· 熟悉日照、风、环境、生态分析等方面技术的规划应用等。
· 具备较强的项目汇报演示和专业沟通协调能力。
· 具有参与大型项目投标或设计竞赛经验者优先。
· 能够根据项目需要出差。

Responsibilities:
· Assist the project leader in effectively carrying out various technical tasks and in organizing and coordinating internal team work;
· Conduct design research, analysis, and mapping tasks for urban planning and urban design projects;
· Collect data and collaborate with professional consultants on research related to industrial planning, urban systems, land use, population analysis, and other relevant areas;
· Perform spatial model analysis, formulate urban design strategies, and prepare other necessary diagrams and technical studies;
· Assist the project leader in preparing proposal presentations and final deliverables;
· Provide support for other tasks required during the project implementation process.

Requirements:
· At least 4-6 years of relevant experience in top-tier Chinese planning institutes or international planning/design firms.
· Proficient in CAD, PPT, Photoshop, and InDesign; priority given to those proficient in 3D modeling tools such as Rhino and SketchUp, and data-driven research tools like GIS.
· Familiarity with technical applications related to sunlight, wind, and environmental analysis in planning.
· Possess strong skills in project presentation and professional communication and coordination.
· Experience in participating in large-scale project bids or design competitions are preferred;
· Willingness to travel as required by project needs.

职责：
· 能积极执行项目负责人安排的各项规划与设计技术工作，包括：
制图、研究、编辑、翻译、沟通及汇报文本准备工作。
· 负责规划与设计空间建模分析与GIS制图与研究，
· 其他项目开展过程中需要辅助的工作

要求：
· 具备在国内甲级规划院/国际规划设计机构至少1-3年相关工作经验。
· 熟练使用AutoCAD和SketchUp；了解Grasshopper和Rhino 3D者优先。
· 擅长图文编辑软件如PPT、Photoshop、Indesign，熟练掌握基于大数据的规划研究软件GIS等,
· 熟悉日照、风、环境、生态分析等方面技术的规划应用等优先。
· 善于逻辑思考分析，具备积极表达与沟通能力。
· 能够根据项目需要出差。

Responsibilities:
· Able to actively carry out various planning and design-related technical tasks assigned by the project leader, including: drafting, research, editing, translation, communication, and preparation of presentation materials;
· Responsible for spatial modeling analysis and GIS mapping and research in planning and design;
· Provide support for other tasks required during the project implementation process.

Requirements:
· At least 1–3 years of relevant experience in top-tier Chinese planning institutes or international planning/design firms (fresh graduates are also welcome to apply).
· Skilled in graphic and document editing software such as CAD, PPT, Photoshop, and InDesign; strong proficiency in 3D modelling tools like Rhino and SketchUp, and in data-driven planning research tools such as GIS is a priority.
· Skilled in logical thinking and analysis, with strong abilities in expression and communication.
