Appreciation towards HDD for providing the following description:

2018年，由华都设计（HDD）与上海同济城市规划设计研究院（TJUPDI）组成的联合体中标河南卢森堡中心项目。该项目是在习近平总书记作出支持建设郑州—卢森堡“空中丝绸之路”的重要指示下，由河南省委省政府战略部署，打造的集外事服务、商务金融、跨境贸易、文化旅游等功能于一体的大型涉外服务综合体，是河南对外开放的新平台、中卢文化交流的新窗口、中欧“空中丝绸之路”的强支点。

In 2018, a consortium formed of Shanghai HuaDu Architecture & Urban Design Co., Ltd. (HDD) and the Shanghai Tongji Urban Planning & Design Institute (TJUPDI) secured the bid for the Henan Luxembourg Center project. As a pivotal project of the Sino-European “Silk Road in the Air”, the center is designed as a large-scale foreign service complex to accommodate various functions, including international commerce, foreign affairs services, business finance, and cultural tourism. Strategically planned by the Henan Provincial Party Committee and Provincial Government, the center will serve as a new platform for Henan’s international engagement and a fresh avenue for Sino-Luxembourg cultural exchange, as a response to an important directive from President Xi Jinping on developing “Silk Road in the Air” between Zhengzhou and Luxembourg.

河南卢森堡中心位于郑东新区龙湖片区南部，如意河发展轴与中环路公共活力轴交汇处，受龙湖金融中心和郑东CBD双重辐射带动，项目兼具地标节点展示和轴线功能强化的双重属性。

总用地面积13.65公顷，共分为五个地块，总建筑面积40.2万平方米，以时空多维、文化融合和平台共享为理念，采用筑地标、引街区、构环廊、营绿园的设计策略，形成双心引领、双轴成环、三区协同的布局模式，建设形成以“时空之窗”——龙湖国际中心和“千堡之韵”——卢森堡签证中心为人文特色地标节点，集国际化、复合化、生态化为一体的国际交流窗口、创新发展平台和生态人文街区多功能组团。

其中，以国际商务金融总部办公为主的龙湖国际中心已建成投入运营，卢森堡签证中心预计将于2023年底完成建设。

Situated in the southern part of the Longhu area within Zhengdong New District, and benefiting from Longhu Financial Center and the Zhengdong CBD, Henan Luxembourg Center occupies a significant position at the intersection of the Ruyihe River urban development trajectory and the Central Ring Road city vitality axis, making it an important landmark.

The site covers 13.65 hectares and is divided into five plots. The project’s total floor area is 402,000 square meters. To highlight the idea of multidimensional space-time, cultural integration, and shared platform, the design strategy revolves around shaping urban landmarks, vitalizing surrounding neighborhoods, creating a circular corridor, and providing green spaces, which finalized as a double-centered, three-zoned, two-axes layout. Two distinctive landmarks, “Windows into Time and Space” – the Longhu International Center, and “Rhyme of Castles” – the Luxembourg Visa Center, broke ground, serving as multifunctional hubs for international exchange, innovation and development, and eco-cultural communities.

Specifically, Longhu International Center, primarily designed to accommodate international business and financial headquarters, has been completed and put into use, while Luxembourg Visa Center is anticipated to be finished by the end of 2023.

Longhu International Center | Henan Luxembourg Center Project Plot 1

龙湖国际中心作为河南卢森堡中心项目的引领性地标建筑，坐落于北龙湖门户位置——1号地块，北侧临航空服务中心写字楼，南侧隔中环路与卢森堡签证中心相望，东侧为生态景观禀赋优良的如意河西岸，西侧与河南卢森堡中心的涉外服务中心、涉外商贸中心（4、5号地块）同轴排列。项目用地面积为11775㎡，总建筑面积为60036㎡，地上共11层为 5A 甲级写字楼，地下2层为车库。项目将集聚郑州乃至河南的各类涉外资源，提升郑东新区龙湖组团国际金融商务服务区的营商办公环境，强化国际化程度和产业凝聚力。

As the flagship landmark of the Henan Luxembourg Center Project, Longhu International Center of plot 1 is located at the northern gateway of the Longhu Lake. It is bordered by the Aviation Service Center office building to the north, and faces the Luxembourg Visa Center across the Central Ring Road to the south. To its east lies the ecological landscape on the western bank of the Ruyihe River. To the west, it aligns coherently with the Foreign Affairs Service Center (plot 4) and Foreign Trade Center (plot 5). As a 5A-grade office building comprising 11 above-ground stories and 2 underground levels for parking, the project has a footprint of 11,775 square meters, with a total floor area of 60,036 square meters. The project aims to bring together various foreign resources in Zhengzhou and Henan Province to enhance the business and office environment in the Longhu area of Zhengdong New District, and therefore strengthening its internationalization and industrial cohesion.

#时空跨越
Bridging Space & Time

项目以“时空之窗”为设计理念，强调中西文化和中西商贸的古今文化跨越和时空穿梭。古代传统丝绸之路开启了中西商贸交流之路，现代空中丝绸之路则续写时空新篇，“四维空间”寓意时空穿越和时代进步。

The project builds on the concept of “Windows into Time and Space”, emphasizing the intersection of ancient wisdom and modern culture in both Eastern and Western traditions, as well as the transcendent aspect of time and space – the ancient Silk Road initiated trade exchanges between East and West, and the modern Silk Road in the Air continues this journey. “Four-dimensional space” symbolizes the crossing of time and progress.

米白色渐变的竖向线条立面，配合高透的low-e玻璃，勾勒出简洁的空间形态。夜色下，建筑外置的动态回形灯光，呈现时空穿越动视。

The clean, minimalistic façade features lineal elements in a fading beige tone, complemented by translucent Low-E glass. At night, the building’s dynamic night lights symbolize a tunnel through time and space.

#多维互动
Multi-dimensional Interaction

“回”字线条的造型设计，在给人跨越时空的视觉冲击外，更使得建筑与城市空间形成良好的多维互动。通过打通东西向建筑中部形成开放的中庭空间，片区内的东西向轴线从如意河滨一直向西延伸到4、5号办公及商业街区，形成空间上的对景关系，打造了立体化的人文活力街区。此外，内中庭设置的层叠阶梯及外挑的观景台，更是将优美的自然河景纳入建筑之中。

The design in the form of concentric squares not only symbolize time and space, but also catalyze multidimensional interaction between the building and its urban context. By creating an opening that penetrates the building and forming an atrium in the building’s heart, the design strengthens the east-west trajectory of the area which extends from the Ruyihe Riverbank to the commercial area of plot 4 and plot 5 on the building’s west by increasing visual connection. Additionally, the cascading terraces and cantilevered viewing platform in the central atrium introduce the beautiful natural river view into the building.

建筑整体布局结合区域环境，呈现向城市开放的特征。出入口均设置外部城市广场，其中西侧作为建筑主入口，设置二层挑高的大堂，强调入口的仪式感。基地东向开阔，且已有城市带状水系、植被等景观资源，故在西侧营造景观水系，形成东西景观的呼应。

Another feature of the design is its open interfaces towards the city. All entrances are designed with public squares, while a double-height, ceremonial lobby is designed for the main entrance on the west. Water feature is also used in the landscape design of the west entrance, forming a dialogue with the beautiful natural waterscape and vegetation on the open and spacious east entrance.

“回字型”平面布局彻底颠覆了办公建筑的闭合外形。建筑地上11层，其中1-4层以商业、餐饮、会议等办公配套服务功能为主，5-11层为具有开放共享平台的高端总部办公空间，地下2层为停车空间。

The building’s massing challenges the typical image of an enclosed, confined office building. The building comprises 11 above-ground stories, with levels 1-4 as service floors for retail, dining and conventions, while levels 5-11 provide high-end headquarters office spaces with shared semi-open viewing platforms.

低楼层的办公配套服务通过中部方形庭院形成“回”字形串联动线。灵活的工作站、休闲绿地、商业餐饮、接待空间、会议中心、室内花园，各种空间功能排布在可达的便利范围之内，最大限度提供了角色变换的灵活性。以达到工作、休闲、生活方式和公园之间的界限模糊。

The lower floors have a concentric squares shaped layout where service programs, including reception areas, restaurants, conference centers, flexible workstations and green spaces are organized around the central courtyard with great accessibility, blurring the boundaries between work, leisure and ecology.

在6-9层的总部办公区打造东西向长30米，高15米的中部透空空间，层层连贯而流动的线条勾勒中空窗口场景，形成具有时空跨越、文化融合的开放共享平台——“欧洲之窗”。中庭花园以及逐层退台的空中花园，创造了独特的城市观景视角，形成与如意河水空间和公园的自然互动。

From the 6th to 9th floors, a central atrium space stretching 30 meters in length and 15 meters in height – the “Window of Europe” – shapes an image of a tunnel through time and space formed of layers and layers of hollow windows, representing an open and shared platform for cultural fusion. The atrium and terraced garden provide unique city views, creating visual dialogue with the natural view of the Ruyihe River and riverbank park.

考虑到使用者在环境中的多种行为可能，保持建筑的通透性和开放性，中庭花园面向如意河的一侧设置层叠阶梯以供交流、休憩。柔性的室外河景将建筑与共享空间柔软串联起来，借由不同景窗设计，实现移步换景的视觉感观，营造了一处处舒适宜人的交流互动空间。

Considering the multiple use of the public space, and to maximize the building’s transparency and openness, cascading terraces are designed on the eastern part of the atrium facing the Ruyihe River. The peaceful river view blurs the boundary between indoor space and shared semi-open space. Through varied windows, the view over the landscape changes with each step, creating a relaxing and pleasant spatial experience for socializing.

Through an iconic and coherent design, the Henan Luxembourg Center strives to create a contemporary masterpiece that blends Eastern and Western cultures, fosters diversity and vitality, and embodies eco-friendly, low-carbon values. It brings a new landmark to the Longhu area with a design that catalyze multidimensional interaction transcending time and space.
