Today’s developing China is experiencing the impact of a massive wave of urbanization. As a result, the small and medium-sized cities are facing many social, economical, and environmental problems. The Fu River Wetland Park seeks to alleviate the strain of urbanization by merging the benefits of planned development with environmental science and people/place oriented design to create a sustainable and historically significant waterfront development.

当今中国，正在经历新一轮城镇化的巨大浪潮冲击。作为城镇化前沿的中小城市，面临着社会经济、环境等诸多问题。涪江湿地公园，从环境再生创造切入，引导和提升城市社会效益、经济效益和环境效益的再生。

前世今生——设计背景

1660年前，涪江岸边这片土地上已有历史的烽烟，书写荣耀；10年前，这是一片荒草丛生，无人问津的郊野之地；1660年后，当重新思考这片土地的使命落于毕路德的肩头，便注定了始于公元2008年的这一次城市建设不再是简单的城市开发，更是一项生态恢复工程，是一次将有着千年古韵却破败荒凉的河滩地变成“城市绿肺”的神奇之举。但政府财政投入有限，试图用极少的投入去完成一件几乎看起来不可能完成的任务，不仅资源匮乏、空间有限，还面临着如何将一个原本作农业、防洪之用的大尺度荒块改良成为一片有可持续生长力的城市化滨水景观，此外城市化进程中创伤了自然环境和生态等诸多条件也都在束缚着我们。

但从2008年起，遂宁河东新区的蝶变由此开始……

毕路德早在五年前就着眼于城市开发中可持续性功能的创新与研究工作，此次创见性地将“以优美江岸线为链”的设计理念在这条多彩多姿的路上进行多维度呈现，并进而将之演化成一条灵动的飘带。利用原农耕破坏的河滩土地变废弃的滩涂为生态湿地。经过重建的区域水体复现自然清洁，辽阔的水域又为野生动植物提供了多种栖息地。利用原混凝土渠化的防洪堤岸化防洪大坝为优美岸线，从而将原防洪堤岸这种危险的地带灵动幻变成可亲近、可体验的自然城市景观。设计不仅从细节入手，力图将生态技术渗入景观型体的各个细节中；设计也从全局把控，确保方案带来高品质的工程实现度。最终为都市文化生活带来可持续性、生态多产的多元化城市滨水区。

匠心之意——设计理念

汲取“舞动”的灵魂涵义，使用“张扬”的设计手法，去寻求文化、商业、空间、生态的突破与回归。深刻剖析遂宁的经济态势与历史文化，通过设计为项目与城市之间找到了一个嫁接兴奋点。立足于项目的优势，借用新生地带去阐述遂宁作为一个千年城市的“城市复兴”。作为城市复兴计划的一部分，我们从设计内容上通过融合商业、传承文化、回归生态以及创造体验空间与旅游度假的多功能复合型城市模式，把遂宁五彩滨江景观带打造成一处现代、时尚且具有品牌效应的旅游购物天堂。使之成为遂宁市新的城市中心、休闲体验中心、购物旅游中心、滨水观光中心，舞动遂宁经济的发展。从设计形式上打破传统的规划模式，充分利用“两面临山水、中间一座城”的山水特点，传承东方园林中“象外之象、景外之景”的高度融合意境，突出生态园林特色，运用流动的线条与聚集的小圆点所产生的韵律，创造一处建筑、景观、自然协调统一、具有极强艺术感染力的景观体验场所，一个现代化的国际旅游山水园林城市。

运动休闲区：紧靠涪江三桥以北，利用观音湖浩瀚的水面，旨在打造遂宁五星级滨水景观。城市休闲公园、水上运动基地，大型露天海滨浴场组成一首曼妙的灵魂之乐。

生态体验区：生态体验区位于涪江三桥以前，近邻遂宁行政中心。设计中营造了精美绝伦的自然之美，绿色之美。充分利用宽阔的滨水滩涂建立了三百亩湿地公园，具有生态科技体验中心，生态体验广场，植物博览广场，生态茶室等配套。

时尚商业区：现代气息浓郁具有国际风貌且充满活力的时尚商业区将成为遂宁最具代表性和感召力的城市名片。时尚商业区位于景观带中部，与河东新城规划中的中央商务区紧密相连，设计有举行大型庆典的圣水广场，佛手标志塔，大型滨水观光平台，大型音乐喷泉等标志性建筑。还有别具一格的大型酒店，更可让市民享受时尚购物盛宴。是集时尚购物、商业休闲、现代餐饮、风情酒吧为一体的富有生命力的现代多功能复合型现代消费中心。其中临湖商业区以大型水景为背景，设计有主题餐厅、特色商铺，湖畔休闲区、电影城等，并设置了观景台，充分发挥了水、人、城、景相生相容的独特优势，汇集多元时尚精品，以浓郁的异域风情人文的商业智慧，倡导新型社区、新型模式和消费时尚。

绿色主题区：位于滨江之南，主要依托观音文化，设立文化展示中心、素斋房、养心轩、圣水天堂等，塑造一个现代化的，集修心养性、朝圣祈福、沐浴更衣、斋戒素食、艺术欣赏、文化传播为一体的怡情养生中心，打造出有别于其他城市的观音文化特色。在这里的绿色食品主题园可以享受琳琅满目的特色食品，以绿色食品为卖点，集展览、零售、餐饮为一体，使之成为永不落幕的绿色食品体验中心。

观照天下——社会意义

在项目进行定位时，它就已经脱离了简单的“湿地公园”、“旅游景区”和“城市公园”的概念。毕路德的规划不仅强调需结合当地特殊的用地条件，尽可能地保存了自然原生态的元素，减轻环境负荷，有效了保持了当地环境的完整性，真正体现人与自然自由交流的和谐境界。另一方面，毕路德规划设计方案也突破了在低成本投入下进行中小城市的的生态经济如何良性运作的发展瓶颈，同时满足了当代中国绝大多数经济不发达城市的景观发展需求，为发展中国家二三线城市的未来城市化进程起了引导作用，对中国同类中小城市滨水经济景观设计起了参考示范作用。而今天，遂宁正以高标准的国际化速度诠释着中国古城的新貌，也促进着人居环境的和谐发展。

种植分析：
推崇乡土回归和系统完善，整体上大量使用原生植物，提炼场地的原真性；并有选择地对场地植入具有优化意义的新植物系统，完善生态循环的同时又实现场地的特异性。滩涂“湿地”植物景观：以草本植物为观赏主体的滩涂生态型湿地植物群落；成片栽种甜根子草、芦苇、扁穗牛鞭草、双穗雀稗、秋花柳等水生植物，并点缀垂柳、杨属，以固土护坡、净化水体、美化环境。堤路“花园”植物景观：以草本花卉及观赏乔、灌木搭配形成的疏林花卉植物景观；行道树采用观赏性植物银杏，增强空间序列感，诗意化意境的感知。商业“温馨”植物景观：以观赏价值较高的乔灌木形成的集休闲、度假、旅游为一体的简洁、舒畅的享受型度假体验景观。

功能交通分析：
根据场地空间狭长的特点，场地中形成了一环多出入口的多路径交通模式串联起各个功能区。同时根据使用的需要，交通流线分成了人形流线和车行流线两类。人形流线主要是指场地中的游步道和湿地保育带中的滨江休闲步道，车行流线主要指堤坝的自行车游览道。

景观家具的分析：
以文化为主导，配以系列主题性雕塑；突出主体视觉元素，强调戏剧性场景的展现。同时配以简约、舒适的城市家具。

功能处理及设计手法：
重视湿地技术和生态处理。 “生态不是创造出来的，它是大自然的一个自我调节的过程，是一个有机的整体，所以要用相对整体的眼光去看待相对单体的设计”。无论是历史经验还是当今实践都告诉我们：以生态和谐为特点的景观，形成绿色生态，环保节能效应，才是受欢迎的。作为协调人与自然关系的实践活动之一，在五彩滨江项目中，我们利用在河流原生滩涂中建设的自然生态公园、绿色建筑等等去阐述我们对生态回归的呼吁。在设计中重视水的利用、资源的再生、野生动植物的栖息，加强人与自然之间的交流；用整体的眼光去询问土地需求，在单体的设计中找到与整体环境的最佳契合点，去遵循、去诱导、去改善、去优化，而不是去破坏。这有这样才能够使我们的设计的景观、建筑能够有效地帮助大自然完成每次“自我呼吸”，在与原生态的互动中，寻求自然的持续、人的发展。设计中使用最多的技术有两个，一个是湿地技术，一个是防洪堤的生态处理。湿地技术针对于恢复自然的或是半自然的湿地，选择湿地也是因为我们想利用堤外的滩涂地，依靠江这边的滩涂地：干旱时裸露出大量的滩涂，涨水或洪水时，让滩涂恢复它自然湿地的状态，湿地还是能够被人观赏和使用的。此外，在滨江设计中，最大障碍就是堤岸线和防洪堤，怎么样比较生态化地处理防洪堤，而不是造一个大水泥台。我们结合了一些比较大的城市规划，做了水净化的处理，雨水分散式收集等。设计较为突出的湿地系统，利用一些原生态的植物，还有就是堤岸的绿化，以增加环保功能和生态的恢复。

建设开发的可持续。
建设开发是关乎景观效果的最直接因素，为了最大限度的保持景观建设中的合理、秩序，在综合资金周转及景观效果考虑后，我们对本项目采用分系统开发的原则。把项目景观分为植物、园路、商业建筑、灯具、园建小品、城市家具六个分系统进行有秩序有步骤地开发，在较短地周期里实现较为理想地景观效果。先从植物、园路和商业建筑入手，为整个项目轮廓画出大轮廓，营造出场地的商业及景观的大氛围，为自身场地带来经济价值和景观价值；再利用其自身带来的价值逐步实现灯具、园建小品、城市家具等系统的开发，使地块经济运转自如、景观日新月异，营造出整个景观带呈良性循环的态势，真正实现建设开发的合理性与可持续性。

建筑景观化、景观场所化：
滨水景观的规划设计，前提是对大地哲学与滨水文化的双重解读和结合演绎。我们达到的理想效果是，景观带上的任何元素都能够在逻辑和情感上达到相互交流的连续。建筑景观化、景观场所化。建筑与景观的高度统一，是现代设计的特点与追求。五彩滨江项目从设计形式上打破了景观与建筑之间的原有秩序，将建筑作为景观中的重要元素来设计，把建筑的外形、层次、颜色、质地同场地气质及其周围环境紧密结合，使建筑和其他景观元素互相支持与补充形成有机整体。用景观的作方法去塑造建筑的“艺术形象”，把建筑景观化，彻底融入到景观之中，创造一处建筑、景观、自然协调统一、具有极强艺术感染力的城市景观；从场所精神出发，寻问这片土地的精神诉求，汲取城市物质与文化的内涵，以景观的方式去挖掘出场所品质，使场所焕发出新的精神风貌，也使景观在场所中得于共生，自然形成一种建筑景观化，景观场所化的理想模式。使景观和建筑消融在视觉场境中，扩张视觉享受的维度，实现视觉享受的可持续。

Past and Present – Design Backdrop
The history of this area dates back to 350 AD. This once deserted and wild piece of land alongside the Fu River is the site of significant and historical battle victories. In 2008, 1,660 years later, BLVD was commissioned to reconsider how to use this piece of land. Our mission was to turn this significant piece of river front land, with over fifteen hundred years of profound history, into an eco-sensitive life spring of the city that is a vital and magical place.

However, limited government financial investment meant that we had to try to turn the almost impossible into possible with very little investment. In addition, the land was a severely scarred environment resulting from the process of urbanization and had been previously used only for agriculture and flood prevention. We faced the enormous challenge of transforming this into a sustainable urban waterfront landscape.

Since 2008, the butterfly effect unfolded in East River region of Suining city.

The objective for the project moved from the simple concept of a Wetland Park, Tourism Destination and Urban Park at the beginning of project positioning. What BLVD pursued in its new design plan was to utilize the featured local land conditions, keep the original ecological elements, alleviate environmental burden, and maintain the integrity of local environment. We looked to strengthen the free and harmonious communication between human beings and nature.

BLVD’S solution, while not only satisfying the needs of landscape developments for underdeveloped cities in China, also broke the development bottleneck of how to ensure the operation of eco economy in small and medium-sized cities with low investment. This process has set an example for the future urbanization progress of second and third-tier cities in their waterfront landscape designs.

The Suning Fu River Wetland Park, while promoting harmonious development of environmental habitat within cities, also sets a new standard in fashioning the new look for traditional Chinese cities. The language of international progress combined with creation of a unique and refreshing sense of place is our mission in enhancing people’s overall well-being that is so necessary in our urban environments.

Ingenuity – Design Concept
In our design, the idea of dancing gracefully is adopted to achieve the breakthrough and return culturally, commercially, spatially and ecologically.

Feasibility studies were made to understand Suining’s economic condition, history and culture. After which, an exciting point was reached and agreed upon that will serve as the basis in creating the new city development; That is to achieve the revitalization of the grand millennium city by using the new area development to its maximum.

As part of the revival plan, an Urban Mixed-Use Complex was achieved by combining the commercial atmosphere with local culture and environmental preservation. The combination proved to be successful as it created a different kind of space experience and created a feeling of a tourism resort.

The goal was to drive Suining’s economic development by turning the waterfront landscape belt into a modern and fashionable tourist spot and a shopping haven with great branding effects while infusing the same characteristics into the New Urban Center, Leisure Experience Center, Shopping Tourism Center and Waterfront Sightseeing Center.

Right from the start， the traditional way of planning was set aside to pave way for an alternative method that would make use of the site’s condition as the defining factor in creating the design. Several factors were considered that includes the site’s topography and the city’s religious beliefs about water and mountains.

The aesthetic concept of landscape beyond landscape is fully embodied in our design by highlighting the characteristics of ecological garden and creating highly artistic viewing spaces, in which architecture, landscape and nature coexist in harmony. Thus, a modern international tourism garden city is gracefully unfolding.

Leisure Sports Area: Its location is close to the third bridge of the Northern part of Fu River.

The Suining Waterfront Landscape achieved a Five- Star rating by utilizing the vast water resource of Guanyin (Bodhisattva) lake.

Like music that soothes ones soul, the landscape features and elements on the new waterfront design create a serene atmosphere and established a sense of place.

Eco Experience Area: Its location is close to the third bridge of Fu River’s South Bank. It is also in close proximity to Suining’s Administrative Center. The design of a wetland park along the riverfront achieved a design that is ecologically unique and exquisite. Along this wetland park one can find the Eco Science and Technology Experience Center, Eco Plaza, Plant Expo Square, Eco Tea Room and other public facilities.

Fashion commercial area: A modern, dynamic and international fashion commercial area will be presented as the Image of Suining.

Located in the middle of the landscape belt and adjacent to the CBD in Hedong new city planning, the fashion commercial area boasts a grand waterscape plaza, a Buddha Tower, a fantastic waterfront view deck, a spectacular musical fountain and other landmark buildings.

What’s more, a special large-scale hotel, a mixed use modern consumption complex that integrates shopping, leisure commerce, modern catering and romantic bars, offers you great opportunity to enjoy the fashion shopping spree.

In particular, there are theme-restaurants, specialty shops, lakefront leisure area, cinema, and view decks in the lakefront commercial area with fancy waterscape as its backdrop.

Here you find that the unique advantage of mountain, water, city and people coexisting and depending on each other. This character is fully utilized in our design to create a commercial area with inviting exotic culture, to propose a new-type community and consumption trend.

Green theme area: it is situated in South of waterfront and relying on the Buddism godness Guanyin culture. Here you can find culture exhibition center, fast room, edifying room etc. for cultivating one’s mind, pilgrimage & praying, bathing, fasting, art appreciation and culture diffusion. A green-food theme park that satisfies you with a great variety of green food will utilize the green food as its selling point, and integrate exhibition, wholesaling, and catering to create a green food experience center that never lose its charm.

Worldwide view – Social Significance
At the positioning phase, this project was not intended to be a Wetland Park or Tourism Destination or Urban Park simply. On one hand, the planning by BLVD not only addressed to incorporate local conditions, but also to preserve natural and original elements, and to alleviate burden on environment, thus achieving integrity with local environment, and interpreting the harmony between human and nature. On the other hand, the planning by BLVD broke through the bottle neck, which is how to keep ecological economy of a medium and small city to run smoothly with limited budget. It also meets the landscape development need in majority of Chinese cities who don’t have a strong economy. It provides guidance to the 2nd and 3rd rank of cities in China for urbanization in future, serving a role model for similar cities in China on waterfront landscape design and waterfront economy. Today, Suining, the ancient city, is showing its new face in high standard and international speed, and is promoting the harmonious development of human living environment.

Planting Analysis:
The extensive use of native plants embodies the authenticity of the site, and shows the intention of returning to nature and eco system completion. Additionally, the site is implanted with new optimized planting system, which helps improve the ecological cycle, at the same time, the site specificity is achieved.Wetland planting landscape: eco wetland herbal flora; pieces of kans, reed, Hemarthria compressa, Gramineae Paspalum distichum, water willow and other water plant, adorned in between by drooping willow and poplars which help solidify dam, purify water and beautify environment.Planting landscape in dam-garden: wood land flower and planting landscape consist of herbaceous flowers, ornamental trees and shrub; shade trees are mainly ornamental ginkgos, which enhance the sense of spatial sequence and creates a poetic aura.“Warm” Commercial planting landscape: ornamental arbor and shrubs presents a simple and enjoyable holiday experience landscape that integrates leisure, vacation and tourism into the site.

Functional and Traffic Analysis:
Considering the narrow shape of the site, a multipath system with multi access in the site is proposed to link each functional area. Additionally, pedestrian circulation is separated from the vehicular circulation on the basis of the need of different functions. Pedestrian circulation refers to the timber walkways and the waterfront walkways embedded in the wetland protection zone, while, vehicular circulation refers to the bike path on the dam.

Analysis of Landscape Furniture:
Local culture is well presented by a series of theme sculptures, which highlight the visual effect and creates a dramatic scene together with other simple and comfortable city furniture.

Functional Treatment and Design Method:
Stressing on Wetland Technique and Eco Treatment“Ecology is not something we can create; instead, it is a self-adjusting process of nature, an organic whole, therefore, we have to design the individual building with an overall vision.” Both historical experience and the practice tell us that what people favor most is the eco-harmonious landscape because of its green, environmental friendly and energy saving nature. There are 2 techniques utilized most frequently in the design: wetland technique and the eco treatment on flood prevention dam.The purpose of utilizing wetland technique is to recover the wetland to its natural or half-natural status: during dry season, vast piece of shallow is exposed, while, when the flood comes, it recovers to natural wetland, which has so much to enjoy. Additionally, the biggest challenge in the design is how to present an eco flood prevention dam alongside the bulkhead line instead of giving a long piece of dull cement platform. In the design, some treatments based on the large-scale urban planning are adopted, such as water purification and decentralized collection of rainwater etc. By the way, the environmental protection and eco recovery is achieved through the wetland system, as you can find the vast pieces of native plants and enjoyable landscape on the dam.

Sustainability of Development
What matter most in the landscape effect are development and construction. Therefore, after considering the capital turnover and landscape effect, a development method based on different functional systems is adopted to ensure that the landscape can be presented orderly and reasonably to the largest extent. The landscape is divided into 6 parts including planting, paths, commercial buildings, lighting, structures and city furniture. All are developed orderly in short period to realize an ideal landscape effect: starting from planting, paths and commercial buildings to achieve an outline for the project, to create a commercial atmosphere with enjoyable landscape and to bring out the economic and landscape value; the second step is to add exquisitely-made structures and furniture to enrich the landscape and realize a free capital operation. In this way, a benign landscape cycle is achieved, which realizes the reasonability and sustainability of development in real sense.

Organic Integration of Architecture and Landscape in Local Cultural ContextThe planning and design on waterfront landscape are conditioned on the interpretation and integration of mother earth philosophy and waterfront culture. In the design, the continuity of logical and emotional interchange among different elements on the landscape belt can be seen.

The high unity of architecture and landscape is the characteristics and pursuit of modern design. The design of waterfront road, which breaks the original order between landscape and architecture, closely unites the pattern, layer, color, and fabric of architecture with the site feature and the surrounding environment. Therefore, the architectures and other landscape elements support and complement each other in a harmonious way, thus forming an organic unity. Additionally, the architectures are finely coated with an artistic image to well merge into landscape, so that an urban landscape with strong artistic appeal is achieved. In another word, the architecture, landscape and nature coexist harmoniously. What’s more, the spiritual pursuit of the site, and the material and cultural connotation of the city are well embodied in the landscape, endowing the site with new appeal. In this way, architecture, landscape and the site form a perfect scene, where architecture and landscape melt into the visual whole, and the dimension of visual enjoyment is expanded continuously.
