City park stimulates the inner vitality of a city and builds a place for people to communicate with each other. Under the national strategic guidance of strong culture and leading sporting nation, the planning of Zibo High-tech District Cultural & Sports Park focuses on the cultural and sports construction of the people to demonstrate the cultural heritage of Zibo, enrich people’s spiritual and cultural life, and also enhance the enthusiasm of citizens to participate in sports and community exchanges. We connect the site with open, ecological and resilient design methods, reshape the waterfront space, and integrate service functions with natural landscapes.

并通过怡境运营导向思维，为场地植入多种业态，塑造更具多样性和可能性的复合型城市公园，使公共项目也能形成自循环的闭环模式，得以长效发展，还城市一片活力、健康之地。

Through the operation-oriented thinking of GVL, we also implant a variety of business formats into the site, and create a more diverse and possible composite urban park, so that the public project can also form a self-circulating closed-loop model, enable long-term development and make the city a vibrant and healthy place.

设计背景
Design Background

淄博高新区文体公园位于山东省淄博市高新区，多年以来，高新区在高速发展中缺乏了城市公园的建设，市民需要公共活动场域，淄博市也亟待一张具有前瞻性的城市名片。文体公园的用地正位于汇集高新业态的核心商务区东侧，项目基地主要呈四边形布局，中间以涝淄河为界，西侧为141亩体育公园，东侧为38亩文体中心。 公园原始地形较为平坦，缺乏高差变化，其中涝淄河仅具有排洪的单一功能，生硬的水泥驳岸割裂场地东西功能空间。

Zibo High-tech District Cultural & Sports Park is located in the high-tech district of Zibo City, Shandong Province. For many years, the High-tech District has been lacking urban parks in the rapid development. Citizens need public activity venues and Zibo City also urgently needs a forward-looking business card. The land for the Cultural & Sports Park is located on the east side of the core business district, which gathers high-tech business formats. The base is in a quadrangular layout, bounded by the Laozi River, with about 94,000m2 of sports park on the west side and about 25,000m2 of cultural and sports center on the east side. The original terrain of the park is relatively flat and lacks changes in height. The Laozi River only has a flood discharge function, and the rigid cement revetment separates the east and west functional space of the site.

我们以原有环境为基地，融景观于淄博在地的山水肌理，重新梳理场地，形成具有丰富立体观感的山水公园，并将打破河与岸的界限，建立人水和谐的城市河道，以海绵城市理念造就可持续发展的城市水空间。

Based on the original environment, we integrate the landscape into the local landscape texture of Zibo, reorganize the site, and form a landscape park with rich three-dimensional perception, which will break the boundaries between rivers and banks, establish urban watercourse with harmonious human and water, and create sustainable urban water space with the concept of sponge city.

与此同时，我们在项目设计中引入怡境“微文旅”理念，即以文旅全域的视角，将市政项目视为系统化的整体，利用业态、运营思维、文化命脉、品牌思维等手法，微植入公共项目中，让公园也能拥有复合性、多层次的功能和场景。

Meanwhile, we introduce the concept of “micro cultural tourism” of GVL in the project design, that is, we regard the municipal project as a systematic whole from the perspective of cultural tourism and implant into the public project using methods such as business format, operational thinking, cultural lifeline and brand thinking, so that the park can also have complex, multi-level functions and scenes.

鲁中梯田，文化基因
Terraced fields：Cultural genes of central Shandong

鲁中山区，有山就有梯田，山与梯田共存，人与梯田共存，创造出了天人合一的壮丽奇迹。文体公园将鲁中山区中的田脊、层云、奇树、流水、峡谷等自然景观作为落地元素，把自然渗透到人们的生活场景中。 景观于入口区域进行山体堆坡，营造公园入口对景与整体的制高点。部分功能区域下挖，周边设计大地艺术形成下沉空间，形成高差体验丰富的公园空间。

In the mountainous area of Shandong Province, where there are mountains, there are terraces. The coexistence of mountains and terraces and the coexistence of people and terraces create a magnificent miracle of the unity of nature and man. The Cultural & Sports Park uses natural landscapes such as field ridges, stratus clouds, strange trees, flowing water and canyons in the mountainous area of Shandong Province as landing elements, infiltrating nature into people’s life scenes. The landscape is piled up on the mountain at the entrance, creating a commanding height of the park entrance to the scenery and the whole. Some functional areas are dug down, and the surrounding earth art is designed to form a sinking space, which forms a park space with rich experience of height difference.

设计适应场地形态与地形，一条环绕公园的自由曲线园路顺着河岸与山丘向外生长，连接谷地、林间、山顶、平原，让人穿行于城市与自然之间，形成多维度的体验流线。 公园界面体现于“一环、一界面、一山、一谷、一水、一场”中，即云海浮环、隐岫山门、碧风山海、森林星谷、行云河涧、奇林剧场六大区域。

The design adapts to the shape and topography of the site. A free-curve garden road surrounding the park grows along the river bank and hills, connecting valleys, forests, mountain tops, and plains, allowing people to travel between the city and nature, forming a multi-dimensional experience streamline. The interface of the park is embodied in “one ring, one interface, one mountain, one valley, one water, one theater”, namely, Yunhai float ring, the hidden mountain gate, the blue wind mountain, the forest star valley, the cloud river stream, and the fancy theater.

以“山间奇境，漫步层云间”的主题，利用层云梯田记忆的再现，在场地中浸入原始形态，通过开放的理念，形成以生态维系的可持续发展打造健康活力的体育公园，联结社区与自然、人与空间。

With the theme of “wonderland in the mountains, strolling in the clouds”, immerse the site in the original form through the reappearance of the memory of the stratum terraces, and form a healthy and dynamic sports park with sustainable development maintained by ecology through the concept of openness, which connects community and nature, people and space.

康体游乐，社区交流
Health, Recreation and Community Communication

公园的核心在于云海浮环和森林星谷两大板块，云海浮环横跨涝淄河两岸，流线型桥面被赋予动感粉色激活了场地的活力属性，承载了健身与通行的双重功能，适合全龄段人群的使用。 森林星谷是孩子们游乐的天地，“星球”以森林包裹，隐匿在起伏的地形之间，形成秘密的乐园空间，多种无动力儿童设施的加入，孩子们可同时享受运动与玩乐带来的无限乐趣。

The core of the park lies in the Yunhai Float Ring and Forest Star Valley. The Float Ring spans both sides of the Laozi River. The streamlined bridge deck is given a dynamic pink to activate the vitality of the site, which carries the dual functions of fitness and traffic and is suitable for all ages. Forest Star Valley is a paradise for children. The “planet” is wrapped in forest and hidden between the undulating terrains, forming a secret paradise space. With a variety of unpowered facilities, children can enjoy the infinite fun of sports and play at the same time.

板块中的青年活力公园则强化了公园户外运动的全域概念，篮球、足球、羽毛球等多种运动场地的组合，可激活居民间以运动为主的社交，达成后疫情时代的健康生活方式。

The youth vitality park in the section strengthens the global concept of outdoor sports in the park. The combination of basketball, football, badminton and other sports venues can activate sports-based social interaction among residents and achieve a healthy lifestyle in the post-epidemic era.

业态激活，日夜趣游
Business activation: Day and night tours

怡境在市政公建领域积累的多年经验告诉我们，公共空间不仅要有美学的体验，更需要注重后期运营中的自循环。 因此在设计之初，我们通过怡境的优势运营导向思维，以微文旅理念在场地中融入了吃、行、娱、闲多种业态布局以及多层次的场地空间，为运营维护与招商活动做出强有力的支撑。 爱情广场、星河剧场和草坪区域等弹性空间，以及云顶咖啡厅、餐厅等网红业态，均为市民的多样化活动与提供了可能性，象征永恒的“莫比乌斯环”形楼梯也成为了标志性的情侣打卡点，吸引了大量人气。

GVL’s years of experience in the field of municipal public construction tells us that public space should not only have an aesthetic experience, but also need to pay attention to the self-circulation in the later operation. Therefore, we adopted GVL’s superior operation-oriented thinking at the beginning of the design, and integrated the layout of food, traveling, entertainment, leisure and multi-level venues into the site with the concept of micro-cultural tourism, which provide a strong support for operation and maintenance and investment promotion activities. Flexible spaces such as Love Square, Galaxy Theater and Lawn Area, as well as online celebrity business formats such as Peak Cafe and Restaurant, provide diversified activities and possibilities for citizens. The “Mobius Ring” staircase, which symbolizes eternity, has also become an iconic check-in point for couples, attracting a lot of popularity.

为增加文体公园的游玩时长和可能性，我们落笔于夜间的灯光体验，加入水纹灯、时光虫洞、灯光随跑等设计，夜幕降临，夜间运动更具动感，游玩打卡也充满趣味。

In order to increase the playing time and possibility of the Cultural & Sports Park, we have focused on the lighting experience at night, adding design such as water pattern lights, time wormholes, and running lights. When night falls, the nighttime sports are more dynamic, and the play is also full of fun.

人水和谐，生态优先
Ecology First: Harmony between man and water

行云河涧板块中，我们对河道进行驳岸改造，建立生态的水陆过渡区。 一方面恢复植被、水体的场所，增强生物多样性，进行生态修复、水质净化；另一方面进行景观打造，因地制宜的最大化进行水质净化，结合生态治理打造河道景观。 市民在漫步河岸的栈道，可观测生态循环的过程、或以触感和视觉感受水流与水生植物的变化，大型石滩变身为孩子们的亲水游乐空间。

In the cloud river stream section, we have carried out revetment reconstruction of the river channel to establish an ecological land-water transition area. On the one hand, restore vegetation and water bodies, enhance biodiversity, carry out ecological restoration, and purify water; on the other hand, carry out landscape construction, maximize water purification according to local conditions, and create river landscapes in combination with ecological management. While walking along the trestle road along the river bank, citizens can observe the ecological cycle process, or feel the changes of water flow and aquatic plants with touch and vision. The large rocky beach is transformed into a water play space for children.

Social Benefits

以人为本的城市公共空间，需要人民群众的认可与赞同。自2021年中旬开园以来，淄博高新区文体公园受到了市民广泛的喜爱，也得到了当地媒体的好评。不仅是为市民带来了全新的交流活动场所，亦是为淄博打造了一个主客共享的城市客厅。在淄博高新区文体公园，市民享受着闲适、健康、富有活力的美好生活，不仅唤醒了社区盎然的生机，开展着丰富的活动和体验。更是为淄博创造一个展示本土文化底蕴与城市活力，面向全国、面向世界的国际性新窗口。

People-oriented urban public space requires the recognition and approval of the people. Since the park opened in mid-2021, Zibo High-tech District Cultural & Sports Park has been popular with the citizens and well received by local media. It not only brings a brand-new exchange and activity place for citizens, but also creates an urban living room for Zibo. In Zibo High-tech District Culture & Sports Park, citizens enjoy a leisurely, healthy and dynamic life, which not only awakens the vitality of the community, carries out rich activities and experiences, but also creates a new international window to China and the world for Zibo to demonstrate the local cultural heritage and urban vitality.
