This year, the Prize consolidates its trajectory with record participation: 381 proposals submitted from 38 European countries. This reaffirms its principal aim: to recognise the best practices for democratizing urban spaces and encourage debate on responses to issues such as climate emergency, social inequalities and the transformation of mobility. The International Jury has selected 25 projects from 14 European countries, including interventions in some of Europe’s biggest cities, including Paris, Copenhagen, Barcelona, Lisbon, Brussels, Vienna and Warsaw. The 25 selected projects reflect a firm commitment to nature-based solutions, the reuse of existing infrastructures and universal accessibility.

On 2 and 3 July, the International Jury, chaired by the architect Eva Prats and comprising Angelika Fitz, Monika Konrad, Inês Lobo, Bas Smets and Philip Ursprung, and Lluís Ortega as secretary, met to select the 25 projects that will be included in the catalogue publshed on the occasion of the edition and the Archive of the European Prize for Urban Public Space, an online resource that brings together the best interventions submitted to the competition since its creation.

In addition to their social impact, the Jury highlighted the formal rigour, material sensibility and spatial quality of all the interventions, integrated coherently into the existing urban fabric and creating new ways of seeing and designing public space to offer sound responses to today’s challenges of climate emergency, ecological restoration and social cohesion.

The shortlisted projects represent interventions at different scales and of varying nature that respond to a variety of intervention strategies, including:

Converting buildings into new public infrastructures that reactivate urban centres, such as a former military warehouse in Mannheim (Germany) and the historical market of Porto (Portugal).

Recovering abandoned spaces to promote biodiversity, at the large and the small scale, such as the interventions in Copenhagen (Denmark), Split (Croatia) and Berga (Spain). Also worthy of mention are spaces of wellbeing, like the therapeutic garden built in Kyiv (Ukraine), designed to accompany reinsertion and mental health in places of conflict.

Transforming large transport infrastructures in European cities, like the old railyard in Vienna (Austria) and Paris (France), the Glòries intersection in Barcelona (Spain), the parking space on the old docks of Antwerp (Belgium), the river port in Warsaw (Poland), the transformation of a former industrial site in Køge (Denmark) and Vicenza airport (Italy), converted into an ecological park. These interventions contrast with others at a smaller scale, such as the conversion of a car park into the town square of Piódão (Portugal), and ephemeral projects such as the conversion of a fountain and a roundabout into public baths in Methana (Greece) and Logroño (Spain), respectively.

Projects that respect urban heritage, such as the urban forest on the forecourt of the Council of Paris (France) and the two squares in Brussels (Belgium), and more surgical interventions like the Inner Courtyard project in Inca (Spain) and universal access to the Castle of Lisbon (Portugal), help to create more equitable, inclusive cities. The selection also includes projects that respect natural heritage, like those to preserve Basel’s main green public space (Switzerland), revitalize the seasonal watercourses of the island of Ios (Greece), restore the river Mark in Breda (Netherlands), consolidate the green corridor of the river Leça in Matosinhos (Portugal) or transform the flood defences of a large urban beach in Bremen (Germany).

Of all of these projects, the Jury will select the five finalists, which will be announced on 9 September. A public session at the CCCB is then planned for 14 October, when each shortlisted team will present its project to the Jury. Once the presentations have been made, the Jury will choose the winning project, which will be announced the following day, 15 October, during the award ceremony, which will also take place at the CCCB.

Angelika Fitz is an architect and Director of Architekturzentrum Wien. She has worked internationally as a curator, lecturer, architect and urban designer. She focuses on the social contextualization of architecture and the use of resources with a planetary perspective.
Monika Konrad is an architect and urban planner, and Deputy Director of the Municipal Office of Architecture and Urban Planning in Warsaw. She has designed urban and architectural projects in Europe, Asia and Africa.
Inês Lobo is a Portuguese architect and winner of various awards, she set up the studio in 2002. She was curator of the Portuguese Pavilion at the Venice Biennale of Architecture, with the proposal Lisbon Ground.
Bas Smets is a landscape architect with projects carried out in 12 countries. His projects for public space stand out for their innovative and sustainable approach, aimed at addressing the challenges of climate change.
Philip Ursprung, Professor of History of Art and Architecture at the ETH in Zurich, was Dean of the Architecture Department of the ETH from 2017 to 2019. In 2023 he represented Switzerland at the Venice Biennale of Architecture, together with Karin Sander.

The European Prize for Urban Public Space has its home in the European city, which, despite its diversity, shares common historical elements, such as human scale, compact design and the mixed character of its uses. In this idea of European city, public space plays a key role as a collective meeting place, with all its political, economic and social values, inseparable from a physical design that welcomes them and makes them possible. Over its 25-year history and 12 editions to date, the Prize has received 2,800 proposals from 43 member countries of the Council of Europe. An analysis of them determines the evolution and changes of urban priorities on the continent in this period.

With an ephemeral installation that enhances local natural resources, this project transforms the Methana spring into a public bath that harnesses thermal water by means of simple, local architecture that creates a social space.

This project to create pedestrian connectivity in Inca involved purchasing and demolishing a ruined house and an unplanned building to link the Jewish quarter with the commercial area, creating a new urban passage for social gatherings and rest.

The Park transforms the old river port into a large municipal green space for sport and leisure, using the industrial past of the embankment to generate a fourth-nature landscape where ruderal vegetation has spontaneously colonized the existing structures.

The project turns around the esplanade in front of the Council of Paris to turn it into an urban forest, integrating nature into the ground, underground structures and existing fountains to lower urban temperatures and create an accessible and biodiverse green space.

The project to restore the river Mark revitalizes its course through the centre of the city, replacing the old hard canals with naturalized jetties, new bridges and a system of accessible public spaces to restore urban connection with the riverside environment.
