MAST and Rotterdam-based construction company BIK bouw have unveiled a proposal for a new floating neighbourhood in Spoorweghaven — a disused dock near the city centre. The project includes over 100 low-cost apartments, public spaces, commercial units and a new recreational harbour, forming what would become the largest floating housing de- velopment in Europe.

The Netherlands is facing an acute housing crisis, with an ambition to construct one million new homes by 2030. Yet with land in short supply and waterways abundant, the country is uniquely positioned to explore new urban typologies. Float- ing communities like Spoorweghaven offer a resilient, scalable and far more sustainable alternative to conventional land reclamation — a practice which continues to reshape coastlines across the globe at great ecological cost.

水上生活的基础设施
An infrastructure for life on water
该社区将可完全通过自行车和船只通行,与鹿特丹发达的骑行网络融为一体,同时为水上交通引入新的可能性。港口两端将建造桥梁,重连滨水区域,并提供公共自行车停车区、浮动步道及绿色空间。一条贯穿整个场地的“蓝色丝带”船行通道将直接连接市中心与新公寓。
The neighbourhood will be fully accessible by bicycle and boat, integrating into Rotterdam’s extensive cycling network while introducing new possibilities for waterborne transport. Bridges at either end of the harbour will reconnect the wa- terfront and provide access to public bicycle parking, floating walkways and green spaces. A continuous ‘blue ribbon’ of boat routes will weave through the site, allowing direct access from the city centre to the new apartments.

以再生为设计导向
Regenerative by design
MAST与苏格兰生态工程公司Biomatrix合作,在项目边缘安装了超过900平方米的浮动芦苇床。这些植被岛可净化水质、提升生物多样性,并为鱼类、鸟类和无脊椎动物提供新的栖息地。该项目体现了MAST致力于在水上与水下共同营造生命环境的持续设计理念。
MAST collaborated with Scottish ecological engineers Biomatrix to install over 900 m2 of floating reedbeds around the perimeter of the site. These vegetated islands filter the water, increase biodiversity and provide new habitats for fish, birds and invertebrates. The project exemplifies MAST’s ongoing commitment to designing for life both above and below the surface.

所有建筑将采用交叉层压木(CLT)在场外预制建造,从而减少对当地社区的干扰,并实现精确、低浪费的施工过程。模块化结构将在完工后被拖运至港口现场并固定。此种预制方法不仅降低了建造过程的环境足迹,也为“循环利用”创造可能:建筑可在租期结束后搬迁至其他地点,延长使用寿命并提升经济可行性。
All buildings will be constructed off-site in CLT (cross-laminated timber), minimising disturbance to the local community and allowing for precise, low-waste fabrication. The modular structures will be towed into place and anchored within the harbour. This prefabricated approach not only reduces the environmental footprint of construction, but also introduces the possibility of circularity: buildings can be moved and reused elsewhere at the end of a lease, extending their lifespan and economic viability.

未来城市的新典范
A model for the future
曾在Nassauhaven交付过22套先锋浮动住宅项目的BIK bouw,为本次合作带来了宝贵的技术经验。Spoorweghaven社区在此基础上进一步创新,延续了低维护浮桥和分散式污水处理系统等技术。该提案已获得鹿特丹市政府的初步支持,标志着迈向更具适应性、包容性与可持续的城市未来的重要一步——一个不再抗拒水域,而是与之共生、顺势而生的未来。
BIK bouw — who previously delivered a pioneering project of 22 floating homes in Nassauhaven — brings invaluable technical expertise to the collaboration. The Spoorweghaven community builds upon these proven innovations, including low-maintenance pontoons and decentralised wastewater treatment systems. The proposal has received initial support from the Municipality of Rotterdam and represents a significant step toward a more adaptive, inclusive and sustainable urban future — one that doesn’t resist the water, but rises with it.
