一、项目说明

(一)项目背景
“浙东高速公路文化带提升工程”(以下简称“本项目”)是在对标习近平总书记关于文化建设的重要论述,聚焦“文化强省、提升浙江软实力,文化树人、引领社会新风尚”这一总体目标,通过讲好浙江故事,传播浙江声音,全面开启文化浙江建设新征程,奋力打造“重要窗口”鲜明标识的特殊历史背景下启动的。本项目是浙江交通集团根据“争做世界一流企业”目标,聚焦主责主业着力打造“全国高速公路运营第一品牌”战略部署下推进的;本项目是浙江商业集团通过高速公路网络分区块系统诠释浙江文化,通过高速公路窗口展示浙江文化,探索“高速公路+文化”发展模式的重要尝试。

(二)征集方式
公开征集

(三)征集范围
空间载体包括但不限于浙东高速公路高边坡、桥梁、隧道、挡墙、收费站和服务区的交通综合体,服务区为余姚、嵊州、新昌、天台、临海5对服务区。

(四)征集目的
本项目是以国际一流视野和标准在全球范围内择优选择资信良好、经验丰富的优秀策划团队,打造包括但不限于“浙东唐诗之路”等在内的浙东文化标识,并能够产生文化辐射和带动作用,推动文旅融合、商旅发展,最终带动区域的全域产业发展,产生显著的文化效应与经济效益,更好指导和保障浙东高速公路文化带提升工程建设工作。

 

二、申请单位资格要求

(一)应征申请人资质要求:
①在中华人民共和国境内或境外注册,能够独立承担民事责任,有本项目服务能力的境内或境外机构,包括企业法人、其他组织;
②中华人民共和国境外及港澳台地区机构须在其所在国家或地区具有合法营业,要求在华有从事过类似策划案例服务业务,有类似项目服务经验;

(二)项目负责人需全程参与策划工作(包括方案策划、方案汇报等)

(三)业绩要求:在境内外具有文旅类项目策划或运营经验,并同时具有城市文化空间的规划设计能力。

(四)允许联合体。

 

三、参赛方式及参赛文件的递交

所有应征申请单位须在报名截止时间2021年3月8日16:00时前访问浙江交通集团电子招标采购管理系统,网址为http://www.cncico.com/tender2.html?nid=1&category=7273&id=5842488进行供应商注册。本项目征集文件和补充(答疑、澄清)、修改文件均通过浙江交通集团电子招标采购管理系统下载方式发放。

 

四、日程安排

第一阶段:报名。
自公告发布之日起至2021年3 月8日16:00时为报名有效时间。

第二阶段:第一轮竞赛成果文件提交及评审。
2021年3月25日16:00时前提交第一轮成果文件。征集单位及评审委员会选取3家优选单位,进入第二轮竞赛阶段,并发放书面通知书。

第三阶段:第二轮竞赛成果文件提交及评审。
2021年 5月25日16:00时前提交第二轮成果文件。应征单位在规定时间内报送成果文件(限一个),由征集方根据评审委员会评审排序建议,确定本次竞赛的最终名次及中选单位。

第四阶段:方案融合及完善阶段。
中选单位需对其他各家方案优点进行融合及完善,2021年6月10日前(暂定)完成概念性策划方案最终成果报告。

 

五、酬金

(1)本次征集活动中优选单位均获得酬金,征集活动中产生的其他费用不再另行支付;

(2)公开征集3家优选单位,均将获得酬金20万元

(3)第二轮竞赛成果文件评审,第一名可再获得80万元酬金;第二名可再获得60万元酬金;第三名可再获得40万元酬金;

(4)优胜方案最终当选为中选单位,中选单位须融合其他各家方案优点并进行最终完善,完成概念性策划方案成果报告;策划单位并须根据征集方要求,完成后续设计及施工项目的配合工作(包括不仅限于:根据区域打造与持续运营整体解决方案,开展空间规划、落实空间表达并且配合后续实施性设计项目相关服务配合工作)。将另获得酬金30万元人民币。

 

六、其他

(一)本次征集所涉及的往来函电和文件均应使用中文书写或中英文对照,以中文为主。

(二)优选单位获得酬金产生的税金以及在征集过程中一切费用由各应征单位自行承担。

(三)所提交的成果文件应保持原创性,不得任何侵犯第三方知识产权,否则由此产生的后果由应征单位承担,征集单位保留追责、索赔的权利。

English Version

I. Project Overview

(I) Project Background
To start a new journey of constructing Cultural Zhejiang in an all-round way and strive to create a distinctive logo of “Significant Window”, the “Eastern Zhejiang Expressway Cultural Belt Promotion Project” (hereinafter referred to as “the Project”) is launched to embody General Secretary Xi Jinping’s significant words about cultural construction and achieve the overall goal of “constructing cultural province, enhancing soft power, cultivating cultural talents, and leading the society’s new tendency” by telling stories about Zhejiang and spreading the voice of Zhejiang. The Project is promoted by Zhejiang Communications Investment Group according to the strategic deployment of “striving to become a world-class enterprise” and focusing on its main responsibilities and business to build “the first brand of national expressway operation”. The Project represents an important attempt of Zhejiang Commercial Group to interpret Zhejiang culture through expressway network partition system, display Zhejiang culture through expressway, and explore “expressway + culture” development mode.

(II) Method: open invitation

(III) Scope: the space carrier includes but is not limited to the traffic complex of high slope, bridge, tunnel, barricade, toll station and service area of Eastern Zhejiang Expressway. The service areas include Yuyao, Shengzhou, Xinchang, Tiantai and Linhai.

(IV) Purpose: it is designed to select the excellent planning team with good credit and rich experience in the world based on the international vision and standards, to create the Eastern Zhejiang Cultural Sign, including but not limited to the “Road of Tang Poetry in Eastern Zhejiang”. In addition, the cultural radiation and leading role will work, so as to promote the integration of culture and tourism, business and tourism development, and ultimately drive the regional industrial development with significant cultural effects and economic benefits. In this way, the construction of Eastern Zhejiang Expressway Cultural Belt Promotion Project can be guided and protected in a better way.

 

II. Qualification requirements for applicants

(I) Qualification requirements for applicants:
Domestic or overseas institutions registered in or outside the People’s Republic of China, able to bear civil liabilities independently, and capable of serving the Project, including enterprise legal persons and other organizations;
Institutions outside the People’s Republic of China and in Hong Kong, Macao and Taiwan that must hold legal business license in the country or region where they are located, have provided services in similar planning cases in China and have service experience in similar projects;

(II) The Project Leader shall participate in the whole process of planning (including scheme planning, scheme reporting, etc.).

(III) Performance requirements: the planning or operation experience of cultural and tourism projects at home and abroad, and the planning and design ability of urban cultural space.

(IV) Consortiums are acceptable.

 

III. Participation method and submission of bidding documents

All applicants should log in the E-bidding and purchasing management system of Zhejiang Communications Group (http://www.cncico.com/tender2.html?nid=1&category=7273&id=5842488) before 16:00 on March 8, 2021 (registration deadline) to register as suppliers. All the solicitation documents, supplements (Q & A, clarification) and modification documents of the project will be distributed and downloaded at the E-bidding and purchasing management system of Zhejiang Communications Group.

 

IV. Schedule

Phase I: Registration.
All applicants can register from the date of announcement to 16:00 on March 8, 2021.

Phase II: Submission and review of conceptual schemes in the first round of competition.
The conceptual schemes for the first round of competition shall be submitted before 16:00 on March 25, 2021. The procurement entity and the review committee will select three preferred applicants for the second round of competition, and issue written notices to them.

Phase III: Submission and review of conceptual schemes in the second round of competition.
The conceptual schemes for the second round of competition shall be submitted before 16:00 on May 25, 2021. The applicant shall submit the conceptual scheme (limited to one) within the prescribed time, and the final ranking and the winner of the competition will be determined by the procurement entity according to the review and ranking suggestions from the review committee.

Phase IV: Scheme integration and improvement.
The winner shall integrate the advantages of other schemes into his own scheme and improve it, and produce the final report of conceptual planning scheme by June 10, 2021 (tentative).

 

V. Reward

(1) All the preferred applicants in this invitation will be rewarded, and other expenses incurred in the invitation will not be paid separately;

(2) Three preferred applicants will be publicly invited, all of which will receive a reward of RMB 200,000;

(3) In the review of conceptual schemes in the second round of competition, the first place winner will receive another reward of RMB 800,000; the second place winner will receive another reward of RMB 600,000; the third place will receive another reward of RMB 400,000;

(4) The owner of the winning scheme will finally selected as the winner who must integrate the advantages of other schemes into his own scheme and finally improve it, and produce the results report of conceptual planning scheme. The planner shall complete the follow-up design and give cooperation in construction works according to the requirements of the procurement entity (including but not limited to: carry out space planning, implement space expression and cooperate with the follow-up implementation of design related services according to the overall solution of regional building and continuous operation). The final winner will receive another reward of RMB 300000.

 

VI. Others

(I) All correspondence and documents involved in this invitation shall be written in Chinese or in both Chinese and English, with Chinese as the prevailing language.

(II) The taxes and all expenses incurred by the preferred applicants in this invitation shall be borne by applicants.

(III) The submitted conceptual schemes shall be original and shall not infringe the intellectual property rights of any third party. Otherwise, any consequences therefrom shall be borne by the applicants, and the procurement entity reserves the right to pursue liability and claim for compensation.
